I have exactly the same problem !!
Few days ago, I asked myself if my knownledge in BGP were up-to-date (I need to configure BGP for some ISP customers).
I think it's definitly a bug in the IOS !!
I have upgraded all my routers (2500 model) to version 12.2(12a) (old running version was 12.2.1).
Hope it will work better !
What kind of routers are you using ? with which IOS ?
PS : What's the status of these routes in BGP table. Is is "not synchronized" ?

My routing and BGP tables look like the below. Question is, why isn't the
BGP route being installed as valid. I have routes to next-hop and also the
networks in the bgp table.
I read that If the matching route is learned from an OSPF neighbor, its OSPF
router ID must match the BGP router ID of the iBGP neighbor.
I tried changing those and still no luck.
Any ideas
