DLSW passive command

Where is the correct place to use the passive command because under dlsw
local-peer, passive specifies that this router does not initiate remote peer
connections to configured peers. This part makes since, but what about passive
with the dlsw remote-peer tcp? Why would passive be used with the remote peer
command?
