Azhar,

Split horizon is only for distance vector protocols. It is disabled by
default on frame-relay physical interfaces and enabled on frame-relay
sub-interfaces. The configs you saw were probably adapted from old labs or
scenarios with a DV protocol running on that sub-interface. Just a thought.
