A 3550 loaded with the SMI image can do layer 3 protocols after enabling
"ip routing". With the SMI image, RIP and static routes can be used for
routing IP. Also the SMI image can do QOS, rate-limiting, ACLs, etc. It
just can't do more advanced protocols and features like BGP, OSPF,
Multicast, etc. without the EMI image.

Make sure you have the EMI image on the 3550 switch also and not just
the SMI image on the 3550 which won't do layer 3 protocols.

I was running a older version of IOS that did not support BGP. I
upgraded
this morning and am up and running.

I am running BGP on a 3550 with EMI on this version of IOS:
c3550-i5q3l2-mz.121-11.EA1.bin.

Do you have 'ip routing' enabled? Just a guess. I haven't tried it.
