Yes. If you are running IOS 12.0 or later you can use the router config
command "router-id x.x.x.x" to statically set the router id. That way,
regardless of any interfaces going down, including loopbacks, your router
id is always the same.

virtual-link, it will change the router id,
so I have to reconfigure the vitual-link with that loopback address, and
