If you're talking about OSPF (are you talking about OSPF?):

You can use this command:

router-id <ip-address>

in the router configuration mode.

To restart OSPF and use the new RID, use 'clear ip ospf'

If I put a new high loopback interface in a router, and it's part of a
virtual-link, it will change the router id, so I have to reconfigure the
vitual-link with that loopback address, and restart router. But restart
a router will waste some time,I wonder if ther is other methods will
make the router id changed?
