Usually when I had that kind of problem I moved the
flash sticks around. If any of them has any image it
should be in bank 0. If you have no image then see if
you can get a 3600 card with image and boot from
slot0 (you must use a card that is compatible with
3600 and not just any card that fits into the slot).
In real environment I always use another 3600 that is
in production and download the recomended image into a
card in slot 0. Then I use the card to boot the router
and then I copy the image from slot0 to bootflash. If
there is only one image in the bootflash you do not
need a boot statement. If you have more than one then
make sure your boot statement is pointing to the one
you want.
