As Tom said earlier, you will need to configure either and enable secret
(preferred) or enable password on the remote router you are trying to reach.
Without this you cannot access the enable mode via telnet only via console
(which you currently do)

I didn't set enable password, when I try to enable, it.says "no passwored
set",maybe because I had configured tunnel, how can I deal with this ?
Maybe I didn't make it clear, I log in from console,not telnet, I think this
is because I configured tunnel ,right?
