You need to set the priority to 0 on the spokes for
the hub and spoke over NBMA to ensure the hub is the
DR and no BDR is elected.
Remember, OSPF routers must form adjacencies with DR
and BDR - but multicast hellos have TTL of 1 so they
won't make it from spoke to spoke (So with hub and
spoke topology, you want to ensure no spoke is elected
BDR). Give that a try and see how it goes.
