frame cir problem again

hi,all

This is my second question about the "frame-relay cir (cir)" and "frame-relay traffice-rate (cir) (peak)", what's the difference and in which condition I can use which one?

It is because that in bootcamp 22, it says"The cir for pvc connecting to router 14 should be 12kbs", I want to use the "frame-relay cir (cir)" , but someone tell me I'm supposed to be using "frame-relay traffice-rate (cir) (peak)".
