No, if there is no route then there is no peering. BGP uses TCP to peer so
if there is no valid route to the peer then there is no peering.

I think what they are getting at is:

If you use an interface address in your neighbor statement, and the
link/interface goes down you will lose your BGP peer, even if there are
multiple paths to that router.

Use the loopbacks as update sources and in your neighbor statements. That
way, even if an interface goes down, as long as there is at least 1 path to
the loopback address your BGP will peer based on loopback.
