RSVP on the LAN

Is the purpose of the tiny settings on the hssi here so that that interface
will listen for RSVP requests but not allocate bandwidth ? If so would
signalling be passed across a LAN with just these settings on the interfaces
of the routers on both sides ?

May have wires crossed
