You have to configure a cluster-id BEFORE you configure the RR clients,
that's all.

When I enter this command (bgp cluster-id x) on the route reflector I
get the following error:

C(config-router)#bgp cluster-id 1
% Neighbors configured as RR-client. Deconfigure first.

I don't understand. Isn't this command supposed to be entered on the
route-reflectors? This is my show run:

router bgp 1
 bgp log-neighbor-changes
 network 172.17.1.0 mask 255.255.255.0
 neighbor 172.16.0.1 remote-as 1
 neighbor 193.16.0.2 remote-as 1
 neighbor 193.16.0.2 route-reflector-client
