What do you mean by "connected" ?
If that implies R1-R2 connectivity broken, yes,
a pair of dial peers at R1 with better preference
for R2 should help.
If that implies "telephone cord connected" then
you are out of luck. POTS interfaces have no keepalive
mech. (Read, no way of knowing if phone is there)
