I would imagine that all other non matched updates would be dropped, as
"route-map test permit 20" is a "match-all"

What does setting local preference on outgoing updates to another AS do?
I think you may be using the wrong direction.

route-map test permit 20

above is one sample configuration. If there is not the second route-map test
permit 20, how the router process the unmatched routes?
