I'd say it's probably a safety measure. Since some people might reboot the
switch if something weird happens, like if you had a layer 2 loop, it'll be
averted due to all ports going though the full process. Since a switch
takes a minute or 2, 30 more seconds won't matter much. Just a guess
though...

If the above is true, what is the benefit of portfast? I originally think
one of the advantage of portfast is for the switch to bypass the normal
cycle of STP and put the port into forwarding state, however, what I read
from the Cisco website says the contrary.
Can anyone please let me know?
