LMI type should be autosensed if using IOS 11.2 and later.

How come you have "clock rate" specified on the router? The clock rate
should only appear on the FR switch.

Check your physical cabling and make sure that you have DCE
connected to the FR switch.

If you're sure that's okay and it still doesn't work, then
try to connect two routers back-to-back and remove all your
frame relay configuration. Use Cisco HDLC (default) and see whether you get
a link/protocol up/up. You'll obviously need to specify the clock
rate on one of them.
