I don't see a LMI type on your frame relay interfaces.

If you didn't have the frame switch command, the router wouldn't let you put in the frame route statements.

My theory is that Cisco routers, when configured as frame switches, sometimes give up looking for a frame peer if the interfaces have been up for a long time and the connnected routers interfaces have also been up but not configured with frame encaps. Bounce the router and/or interfaces and that works, in my experience. (You've probably done that by now, anyway!)
