Multicast RP Filtering

I'm using the following on 2 routers. With ip pim sparse-dense-mode on the
serial interfaces connecting the two, ethernet interfaces, and the
loopbacks.

Router 1:
ip pim send-rp-announce loopback0 scope 16 group-list 10
access-list 10 deny 228.0.0.0 3.255.255.255
access-list 10 permit 224.0.0.0 15.255.255.255

Router 2:
ip pim send-rp-announce loopback0 scope 16 group-list 10
ip pim send-rp-discovery loopback0 scope 16
access-list 10 deny 232.0.0.0 3.255.255.255
access-list 10 permit 224.0.0.0 15.255.255.255

When I do the following:
sh ip pim rp-hash 228.1.1.1
sh ip pim rp-hash 232.1.1.1
I get exactly the opposite router that I expect. For the first I get Router
1, and for the second Router 2 as the RP. Am I thinking wrong on my
access-lists.

sh ip pim rp hash 224.4.4.4
Shows me one of the RP's, which if this access-list was used in reverse as
other PIM Access-Lists are used then it would not have an RP.
