The dial-peer tags should be different (can't both be 3) and the lower
preference is preferred.

It should be something like:

dial-peer voice 3 voip
destination pattern 900
session target ipv4:129.9.1.1
preference 0
dial-peer voice 4 voip
destination pattern 900
session target ipv4:129.9.2.2
preference 1

You also need to make sure there is IP connectivity to 129.9.1.1 and
129.9.2.2
