Not sure if this is what you are looking for, but I got this EIGRP white
paper off a quick search of cco for 'change eigrp hold time:'

Check out the section "Neighbor Discovery and Maintenance' where it mentions
using the command 'ip hold-time eigrp' and also mentions that changing the
hello interval does not automatically change the hold timer.
