Truth is the routers communicate with one acting more or less as the server (not the initiator of the TCP session)and recieves the peer's communication on TCP port 179 while acknowledging to a port >=11000 on the peer. And this will be reversed on the peer. It isn't port 179-to-179 on both ends.

By adding "access 100 deny tcp any eq bgp" , the line stop flapping.

Is it saying that both router will use the tcp 179 port for communication
when building neighbour?
