If this is an ISDN - OSPF demand circuit link that is flapping, where you've
tried to surpress HELOs....
then remember that a routing flap elsewhere in the network will trigger an
update.
ensure you have the "bandwidth" command on ALL interfaces in you network,
because this can cause high OSPF costs where you don't expect them.
the ISDN link might seam a good alternative where you don't want it to,

Sing-Yu,

It is a hidden command. 12.2 is no problem, I am not sure for 12.1.
Just type in debug ip ospf monitor, see if it accepts it. According
to your information, it looks like you have some sort of access-list
applied somewhere. It triggered the dial and then be denied.
