Hi Chenyan,
My understanding is also the same (somebody else can correct me if
i am wrong). GTS enforces the traffic shaping by the bit rate
specified (CIR) but FRTS the minimum guranteed under congestion is
MINCIR (if we do not specify the MINCIR then it will CIR/2).
