This is possible. We do it all the time here.

The port # you want to telnet to is 2000 + line #, so
2001 would be valid on a 2500 series router. 26/3600
would start at 2033 if netmod is in first slot.

Easy way to figure the line # is to do a 'show line'
and add 2000 to that number.
