An IRC (Internet Relay Chat) server is accessed using an IRC client such as:
Windows: mIRC from www.mirc.com
Linux/Unix: BitchX from www.bitchx.com
On both of those pages there are FAQs to answer your questions. They are
quite easy to use, particularly mIRC.
