The ideal on Fast Ethernet is to have the burst-normal values to be 0.1875 *
bps, and burst max to be of (2 x 0.1875 x bps) .

On an ATM/ other (POS etc. ) you could have something like bps/2000 as burst
normal, and either same (if no burst required) or double of that for burst
max.
