If you are using frame relay physical(multipoint) interfaces then use point to
point between state and regional router interfaces or change it to hdlc and see
if it works. I believe that there is a problem with auto-rp multicasting
through multiple router frame relay physical interfaces although I was unable t
o
find anything on CCO to support this belief.
