Very interesting observation.
I also checked in Parkhurst's OSPF compendium book (page 291),
and in his example ("Verification") both routers show priority 1,
despite of explicit "neighbor 10.1.1.1 priority 2" configured.
It looks like DR election can be _locally_ affected by setting
neighbor priority, but because HELLO packets don't carry neighbor
priority information, other router will not change its priority.
But then, his DR/BDR election algorithm is acting on inconsistent
priority information.... Well, I am confused now....
