Do a "show ip ospf interface". What network type is the default for a frame
relay physical interface? The network type will determine whether or not
you use the neighbor command. If the network type forms neighbors with
unicast packets you will need a neighbor command.
And as others have replied, an "ip ospf priority 0" should be applied on
the spokes' serial interfaces so that the spokes will not become DR or BDR.
