Ref: RFC-2328 Hello packet and protocol descriptions

The Hello packet contains the priority of the sender. There's no provision
in the Hello packet or protocol for telling the recipient what their
priority should be.

I think the 'priority' keyword on the 'neighbor' command is for display
purposes only (visible with 'show run' after neighborship is formed), but
its availability on the command line is in error.

BUT, also consider which should be the DR.

I couldn't tell from your diagram, but you need to consider where the DR
should be, and if the others should be DROTHERS only?

hub and spoke using phsical interfaces. I want to run
ospf without using "ip ospf network" commands. What's
my alternative when not using these commands ?
