the original question was what the difference between using frame bc,be,cir and
 using frame traffic-rate command .

the numbers which you have given is not completely right .
CIR has nothing to do with port speed ..however the only relation between them
is CIR + EIR <=AR

where EIR =Be/8 and AR is access rate or port speed.

Mincir is the value given to you by the provider ..the only guranteed thing her
e ..the rate of transfer when the network is congested .
CIR=2Mincir when you do data
CIR=Mincir for voice

Bc=CIR *Tc where Tc by default is 125 msec in case of Data
and Tc = 10 msec when you do voice .

Be=Bc when you do data
Be=0 when you do voice .
