1)I guess for voice: Be has to be equal to "0" and Bc=CIR/100
2) CIR is not equal to Port speed - it can be less or equal.
If it is equal, Be has to be "0"
Because CIR - is average rate of traffic without congestion and
Port speed = AR = CIR + Be/Tc, and MinCIR - throttled rate
when congestion happened (BECN received)

Hub-Remote config example. There is no Be in "remote"
because CIR=port speed = 64K on remote.
What I don't understand - Why they use Be on Hub in this case ???
Hub CIR=Remote CIR=port speed on "remote". There is no gap for excess burst
!

I think the original question was what to set the settings to.
frame CIR = Lowest Port Speed of either the local or remote end.
frame MINICIR = Line CIR
frame Bc, = CIR/8
Frame Be = 2xBc
These are rough numbers, when I'm doing CAR or GTS, I use 3CIR/16 for bc
and 3CIR/8 for be.
Also everything can change depending on what you using the line for.
For example a voip pvc would read something like this:
frame CIR = Line CIR
frame MINICIR = Line CIR
frame Bc, = CIR/8
Frame Be = Bc
Why? Because we don't need voice traffic bursting up to the line port
speed.
We want firm steady traffic flows for voice.
