i dont think this is normal .
a few weeks ago there were a post about the same situation ,where the "broadcas
t" keyword don't remedy the neighbor command .

OSPF will not try to send the hellos as long as he think that the network is NB
MA ,once you define the neighbor , the router only then make use of the broadca
st keyword to send the multicast hellos.
