Louis,

download the config file via snmp:
http://www.cisco.com/warp/public/477/SNMP/copy_configs_snmp.shtml

if service password encryption is off, you can see the password.

if its on, then modify the downloaded config with a known hash say:

check the hash on a router of which you know the password for and put that
hash in the config.

and then upload this modified config back via snmp using the same link as
above.
