Subject: 4006 questions ( And I have read the documentation :)

I have a 4006 with a Sup III installed.
2 vlans, and am running OSPF on it.

1) I have devices in both vlans, with ports in both in an up/up state.
However, when I looked at one of the VLAN's it was in an up/down state.
Now, I would have understood if I had no active ports in the second VLAN,
but with ports in an up/up state, shouldn't that VLAN have been active as
well?
What makes me curious is that 5 minutes into looking at a problem on the
switch ( devices in the same VLAN couldn't ping each other ) that it all of
a sudden became up/up and things started working. Anyone else seen this

2) Is the IOS on the Sup III the only interface to the switch? Ie, is there
a "switch" layer IOS that is accessible as well? I don't think so as it
appears that I could do whatever I wanted to any interface, but the
documentation on some of the pages made it appear that there is an
underlying IOS that is accessible as well. If so, how do I get to that
interface ?

I have a 6509 that I will be upgrading to IOS soon , but this is my only
access to a IOS switch and I'm trying to get familiar with it.
I guess its my familiarity with the CAT OS/RSM in the 6509 that has made me
ask this question so bear with me.

Thanks
