To dial between two ports on the same router you only need pots dial-peers.
They is no VOIP involved.

in the lab im doing at the moment i got the following question
Configure your R7 router to route a call between the users on the
FXS ports. Port 0= 408-555-1111 and Port 1= 408-555-2222.
Is the config below correct?
I tested with the csim command and got this

csim: called number = 4085551111, loop count = 1 ping count = 0
csim: loop = 1, failed = 1
csim: call attempted = 1, setup failed = 1, tone failed = 0
