Steven,
I just tested the scenario of hub to spoke peer statements as you
outlined and it works. I tested both the spoke to hub peer statements
and with hub to spoke statements. They both work the same as far as I
can see. Configurations for the hub to spoke were as follows. Notice the
type for the spokes is pod.

Subject: DLSw Border Peers
Group,
I have seen many configs on this subject and most of them seem to state
that
the border should run promiscuous, while the group members or "spokes"
should have a configured peer to the border.
I have also seen that if there is more than one border then the two
borders
should also peer to each other.
So...
I was wondering can I configure it in reverse, i.e have promiscuous on
the
members or "Spokes" and some configured peers on the border router ?
I have been trying out different scenarios all day and just can't get it
to
work, the members see the correct entries in the reachability cache, the
border sees all but I can't get a peer on demand up between to member
peers.
Any help ???
Thanks alot
Steve
