Ted,

PIM(DM) does have Designated Router, if you are
running IGMP version 1. The protocol itself doesn't
need a DR. IGMP Version 1 has no querier election
process and it relies on the IP multicast routing
protocol to elect a DR on the subnet. The role of the
PIM designated router is to manage IGMP queries.

IGMP version 2 has querier election process.
