Todd,
The difference as I understand it is that the
vlan database is now where layer 2 information is
manipulated (i.e. to pass along trunks).
For instance, creating vlans and setting the vtp domain name
and if the device is going to be a vtp client or server. All
this information would be kept in the database.
The "interface vlanX" command would be used for tasks
such as to assign the vlan a layer 3 address in order
to route between multiple vlans.

That raises another question...
What's the difference between configuring vlans in "vlan database" and
configuring the "interface vlanX"?
I can't find an explanation for that one. Are they just 2 ways to do
the same thing or is the "interface vlanX" command intended to allow the
user to assign an IP address for managment purposes?
