I believe the this is the reason why the primary DDR solution for ipx is
snapshot routing.
If you want ISDN to measure the link speed accurately and not use hop counts
or ticks, enable ipxwan accross the isdn link.
Remeber to use the bandwidth command on the bri interface and set it to an
arbitrarily low number. Your metrics should then enable you to achieve your
objective.
Another option you may want to consider is to tunnel ipx in ip between the
two routers with bri interfaces. That is the most painless method. This
however depends on the scenario and what they are allowing and forbidding.
