You are entering the network address for the network as the address for the
interface.

Try 128.100.1.1 instead of 128.100.1.0 and see what happens

128.100.1.0 = network
128.100.1.255 = broadcast

Everything else in-between is usable.

Bad mask /24 for address 128.100.1.0
