1. It's a clueless headhunter who doesn't know any better.

2. They or a friend-of-a-friend got burned once by a CCIE and have an
    "expert opinion" from someone poltically well connected that CCIEs
    won't follow what they consider to be "best practice".

3. The guy posting the ad has failed the lab and doesn't want anyone
    smarter than himself as an employee.

4. They know that they can't afford a CCIE long-term.

5. They paid for design from a CCIE who presented a plan of how to do it
    right and they are too cheap to buy the necessary hardware to do so.
    Now they want a different and cheaper approach.

I'd speculate that it's most probably 1, next likely 2.
