Hunt,
Try these steps as u have tried Clear ospf proc and reboot..
Remove ospf process totally.
add ospf process back
the best way is router-id(like u tried) OR ensure that when ospf process is
started only the loopback interface with address is there.The OSPF proc
should NOT START before ur assigning IP address to Loopbacks else it will
pick up the highest interface address present.
Looks like bug...should remove the id on clearing process.
