Hunt,
For stability purposes, OSPF will not change its Router ID if a better
candidate for a potential router ID appears (i.e. a loopback interface).
Try to ensure that you configure IP on your loopback(s) before configuring
OSPF - that should resolve the issue.

I was expecting that the OSPF Router-ID to be 2.2.2.2, since it is a
Loopback Interface's IP.
But when I check it with "show ip ospf", the RID stays at 10.1.1.5.

I have tried "admin shutdown" the Serial 1's interface, do a "clear
ip ospf process" etc.. but nothing seems to help. The only thing
that works is if I use the "router-id" command, or reloading the
router.
N.B:- I'm using IOS 12.2(10b).
