Most likely, you started the OSPF process before you added the loopback
interface. The only other way to make it grab your loopback interface
as the router ID (besides the other two ways you mentioned) is to remove
OSPF from the router and put it back in - just copy and paste.
e.g.
no router ospf 100
!
router ospf 100
network blah blah blah....etc.

I was expecting that the OSPF Router-ID to be 2.2.2.2, since it is a
Loopback Interface's IP.
But when I check it with "show ip ospf", the RID stays at 10.1.1.5.

I have tried "admin shutdown" the Serial 1's interface, do a "clear
ip ospf process" etc.. but nothing seems to help. The only thing
that works is if I use the "router-id" command, or reloading the
router.
N.B:- I'm using IOS 12.2(10b).
