I can think of following solution...

USe dialer interface for two site connectivity and when defining
dialer pool use following

R3(config-if)#dialer pool-membe
R3(config-if)#dialer pool-member 1 ?
   max-link Maximum number of B channels for pool
   min-link Minimum number of B channels for pool
   priority Priority of interface in pool

Use MAX-Link and Min-Link to define how may B-Channel u want to
trigger from PRI...Should this solve your problem ?
