i have not seen such problem or requirement before .
i dont know too if the offset list will do that ..it do change the metric but i
t didnt inform the EIGRP to use the delay and ignore the BW ..am i right ??

what i can think now is you have to set the "K1" parameter on the whole 3 hops
to zero , so that the EIGRP will not consider the BW as part of the metric equa
tion ..for sure you need to set this by route-map to select the /32 route only
and not other routes .
