hi,
had the same problem.
it's almost impossible without a valid contract number.
contacted cisco_us, cisco_emea and cisco_germany
nobody could help me. the last advice was to contact a reseller.
finally i managed to get some from a reseller
was not easy too, because I am not running a business, is just for private
use
they charged me a few bugs (normally they are free)
