You'll find the 4V ports are actually rj11 phone sockets that hang off a low
pass filter...that being the theory behind how you can surf the web and use
the phone at the same time.
I think, in this case, the person is after VoIP over the high frquency part
of the ADSL...thus saving money rather than paying the normal phone charges
by using the low frequency part.
